Short answer

In 2026 the federal 25C credit is gone and state programs are reserved, so city utilities are the main source of heat pump money in the LA area: LADWP up to $2,500 per ton, Burbank Water and Power $1,000 per ton up to $5,000 (plus $750 for a panel upgrade), Glendale Water and Power about $500 to $1,000 per ton, and Pasadena Water and Power about $150 to $170 per ton.

What changed in 2026

  • Federal 25C tax credit: ended for equipment placed in service after December 31, 2025.
  • TECH Clean California: closed for single-family homes on November 14, 2025.
  • HEEHRA (state income-based rebates): exhausted in Southern California by early 2026, with a waitlist.
  • South Coast AQMD GO ZERO pilot: expected to reopen in fall 2026.

A worked example

A 3-ton heat pump in North Hollywood (LADWP) at the top efficiency tier could earn up to $7,500. The same system in Burbank earns $3,000 from BWP, or $3,750 with a panel upgrade. Amounts change often, so we confirm them in writing before you buy.
